DISTINGUISHING FEATURES OF THE CLASS:
This position supports all Authority Administrative departments and the Executive Director in the
comprehensive management of Hudson Housing authority properties, concentrating on overall
property management functions (maintenance and upkeep, environmental systems, grounds and
fiscal administration). Incumbent is responsible for all matters pertaining to the communities, such as
oversight of site staff, finances, occupancy, program compliance and overall property performance
Does related work as required.
TYPICAL WORK ACTIVITIES (ILLUSTRATIVE ONLY):
• Supervises the operation and maintenance of assigned property(ies) consistent with overall
quality, occupancy, cost and revenue goals; ensures property(ies) are maintained in decent,
safe and sanitary conditions; organizes assigned work, develops effective work methods and
partners with internal and external resources to maintain high levels of property performance
and standards;
• Ensures full compliance in the areas of leasing, recertification, work order completion
(emergency and routine), timely rent collection, budget adherence, day to day procedural
issues;
• Coordinates with Landlords to obtain and/or provide documents including leases, HAP
contracts and affordability notifications;
• Maintains a caseload and be responsible for the administrative
and clerical functions with participants’ eligibility in HHA’s
housing assistance programs;
• Oversees the timely lease up of vacant units, conducts lease-up and orientation of new
tenants, ensures the adherence of established polices for enforcement of leases and
collection of all rent and other receivables due to the HHA;
• Provides support and guidance to subordinate staff, maintain clear and consistent
communication with outside agencies, tenant groups and internal HHA departments;
• Maintains tenant files in compliance with HUD and HHA requirements;
• Handles all issues pertaining to the resident body;
• Validates 100% successful submission of all recertifications in the online HUD PIC system;
• Responds to and ensures all HQS/NSPIRE inspections and findings are addressed per HUD
guidelines;
• Submits monthly reports on property performance, compliance issues, personnel issues, lease
terminations and enforcement activities; monitors property’s cash flow and tracks monthly and
year-to-date expenditures, making or recommending adjustments as needed;
• Prepares site specific operating budgets, ensuring that all site conditions and needs are met in
accordance with asset-based budgeting and administration;
• Purchases goods and services when needed, flowing procurement policies; maintain inventory
control of all materials, equipment and supplies of HHA;
• Inspects property daily by walking or use of mobility assistance devices each assigned
building(s) and taking notes of deficiencies to be shared with maintenance department
• Performs housekeeping inspections in 100% of units annually;
• May be required to respond to after-hour emergencies.

CHARACTERISTICS:
Ability to provide clear and effective communication verbally and in writing; strong computer skills;
meet physical demands of position; interpret and solve complex problems; complete mathematical
problems; strong presentation and customer service skills; knowledge of Federal, State and Local
HUD regulations, rules and codes; vast knowledge of Hudson Housing Authority structure, its policies
and procedures; ability to work with a diverse, low income population; clerical aptitude, and courtesy;
maintain confidentiality; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
Possession of a Bachelors degree and two (2) years’ experience in Property Management, Finance,
Planning, Real Estate or related field.
Special requirement: Obtain project Based Voucher Specialist, Housing Choice Voucher and LowIncome Tax Credit Specialist certifications within one year of employment and retain throughout
employment.
